St. Kitts and Nevis is strengthening its passport modernisation efforts through a new biometric enrolment system that integrates biometric data directly into the passport application process. Since April 2026, the Citizenship Programme has required biometric enrolment for citizens by investment, dependants and children, with a deadline of 31 July 2027 for existing citizens to complete the process.

Biometric Enrolment Becomes Part of the Passport Process

From 1 September 2026, biometric enrolment became directly integrated with passport production. Fingerprints and photographs captured during enrolment are incorporated into the applicant’s submission, reducing the need for separate physical requirements.

Personal information, biometric data and supporting documents are submitted digitally through the official Government Portal before being transferred to the Passport Office.

Who Needs to Complete Biometric Enrolment?

All citizens who obtained citizenship through the St. Kitts and Nevis Citizenship Programme, including dependants and children, are required to complete biometric enrolment by 31 July 2027.

For new citizenship applications submitted from 14 April 2026, biometric enrolment is a mandatory part of the application process and can be booked once the application reaches the Approval in Principle stage.

Global Biometric Enrolment Network

Applicants can complete the process at officially designated biometric collection locations through the Government’s platform. The network includes locations in St. Kitts, Dubai, Hong Kong, Istanbul, Ottawa, Toronto, London, Abu Dhabi, Washington D.C., Lagos, Jeddah and Singapore.

A new private VIP Biometric Enrolment Suite in central London has also opened at the Royal Exchange, offering appointment-only enrolment in a private setting.

Biometric Enrolment Fees

The statutory biometric enrolment fees remain:

US$2,500 for the main adult applicant aged 16 and over

US$2,000 for a second adult applicant

US$1,300 for children under 16

The fees cover biometric enrolment and the passport upgrade. A 10% reduction currently applies to the biometric enrolment fee for applicants applying by 31 December 2026.

What Happens During Enrolment?

The appointment generally takes 15 to 30 minutes. Applicants provide their fingerprints, digital facial image and digital signature, with an iris scan where applicable.

The passport is presented for identification purposes and does not need to be surrendered during the appointment.

Passport Production and Processing Time

Passport production remains centralised in St. Kitts, with passports for citizens by investment continuing to be produced and dispatched through the Passport Office.

During the initial implementation phase, passport production is expected to take approximately four to six weeks, calculated from the later of 1 September 2026 or the date biometric enrolment was completed.

Biometric Data Protection

The Government of St. Kitts and Nevis maintains control over the biometric information collected through the programme. The data is encrypted and stored in systems designed to meet ICAO requirements and international data protection standards.

The biometric information is used for identity verification and border security purposes.

A More Streamlined Passport Process

The integration of biometric enrolment with passport production is designed to create a more streamlined process by consolidating information previously collected at separate stages. Applicants will generally no longer need to submit physical supporting documents or provide a separate passport photograph.
