St. Kitts and Nevis has secured first place in the 2026 Citizenship by Investment (CBI) Index for the sixth consecutive year, reaffirming its position as a global leader in the investment migration industry. In the Index’s tenth-anniversary edition, the Programme ranked first among 14 citizenship programmes assessed across several regions worldwide.

St. Kitts and Nevis Retains Top Position

Performance Across Four Key Pillars

The Programme achieved perfect scores of 10/10 in four of the Index’s nine assessment pillars: Due Diligence, Certainty of Product, Ease of Processing, and Mandatory Travel or Residence. Notably, St. Kitts and Nevis was the only programme to receive a perfect score in Due Diligence, reflecting its comprehensive screening framework, which includes source-of-funds verification, mandatory interviews, and biometric checks.

Governance and Regulatory Reforms

The ranking follows significant institutional reforms at the Citizenship Unit, which became a statutory body in October 2024, strengthening its governance framework and operational oversight. Key measures include expanded international due diligence, mandatory interviews, biometric verification, and stricter supervision of authorised agents and international marketing agents. The Unit has also adopted a zero-tolerance approach to unauthorised discounting, misrepresentation, and regulatory violations to protect the Programme’s integrity.

Technological Modernisation

The Federation has also invested in technological improvements to enhance efficiency and transparency. In April 2025, the Citizenship Unit introduced Saturn, a digital platform designed to improve application management, tracking, and communication. In April 2026, the country introduced biometric enrolment and passport modernisation measures, further strengthening identity verification.

Summary

The sixth consecutive first-place ranking highlights St. Kitts and Nevis’ continued commitment to strong due diligence, transparent governance, regulatory compliance, and operational efficiency. Building on its pioneering role in the CBI industry since 1984, the Programme continues to strengthen its institutional framework and adopt modern technologies to maintain international confidence and uphold its global reputation.
